The organized tours take care of the formalities. I don't believe it is possible for a non-resident to get a Chinese drivers license. The requirements seem to have gotten more complex this year. There are touts who will offer their services in getting what you need, but it just a case of throwing good money after bad.In order to travel in most areas you need a "government" guide (who you pay).
