I spoke with some guys (ahem, BMW folks) who know a little more about the bike. While these gents were not techs, they did offer their opinions on a few things.

Regarding the horsepower difference, I asked these guys about the theory of it being different cams. They laughed and suggested that BMW was not about to do anything that would cost more $$$. To have virtually the same engine, only with different internal parts did not make any sense to them. What was suggested is that the cam to ...

Sounds about right. Consensus among dealership folks I have spoken with is that the new F650GS was likely going to be a Europe-only bike until people here freaked out about the cancellation of the old model and asked (begged) for this one. Having a smaller capacity bike (or at least one that is named as smaller capacity) makes some sense in the context of tiered licensing. Here in the U.S., it just confuses customers.
